Why you cannot tell just by looking

A county vignette is not valid up to the county border. The decree specifies junction by junction how far it takes you: in places one vignette reaches into the neighbouring county, and in places a few kilometres are covered only by a third county.

So we do not estimate. We read all 46 entitlement lines (18 counties) and find the cheapest valid set of vignettes.
